Tariye joined CIF in March 2024 as Chief Executive Officer.
Prior to this appointment she was CEO of ARM-Harith Infrastructure Investments a leading Pan-African infrastructure fund investing in energy transition and climate resilient infrastructure. As well as the Co-Chair of the Voluntary Carbon Markets Integrity Initiative (VCMI), an international organization enabling end-to-end high-integrity voluntary carbon markets for climate action.
Tariye has global experience from the International Monetary Fund’s Western Hemisphere Department, the Boston Consulting Group,and Price Waterhouse Coopers. She has served in multiple climate and economic development organizations including as a member of the Climate Policy Initiative’s Global Innovation Lab for Climate Finance, member of the Infrastructure Advisory Committee for the United Nations Principles for Responsible Investing (PRI); Member of the African Advisory Board of the Glasgow Financial Alliance for Net Zero (GFANZ); member of the Board of Advisors - Columbia University Center on Global Energy Policy and member of the Advisory Council of the Millenium Challenge Corporation.
She holds a bachelor’s degree in economics from Amherst College, and an MBA from the Harvard Business School.
Abhishek Bhaskar leads the CIF’s ACT Investment Program, the Technical Assistance Facility for clean energy investments along with CIF’s JETP engagement in South Africa. With previous jobs at the International Finance Corporation (IFC), the United Nation’s Framework Convention on Climate Change (UNFCCC) and the World Bank, Abhishek has over 15 years of clean energy/ climate finance experience working on blended finance, green bonds, compliance grade carbon assets, climate metrics and regulatory frameworks. He holds Masters’ degrees in Economics and Finance.
Alfredo is an Evaluation Analyst with CIF . He is an Economist with 8 years of professional experience in project management, design, and monitoring and evaluation for sustainable development across both the public and private sector. He has a Master of International Affairs from Columbia University's School of International and Public Affairs with an Economic and Political Development concentration. His professional experience includes sustainable development (e.g. climate finance, renewable energies and energy storage deployment, and sustainable financing strategies for biodiversity conservation) and public spending budgetary optimization tools focused on Products-for-Results. Before joining CIF, he worked for two years as a consultant on Energy Storage and Renewable Energy at the World Bank’s Energy Sector Management Assistance Program (ESMAP), where he co-led the Energy Storage Partnership Secretariat, provided cross-support to renewable energy and energy storage projects, and elaborated economic and financial analysis for projects.
Amel El Abed has joined the CIF in 2015 as a Program Assistant.
In this position, she coordinates the Trust Fund Committee relations, oversees logistical arrangements of events including the CIF Committee Meetings, and provides support to the CIF’s CTF and SREP programs, as well as Gender, Evaluation & Learning, Monitoring & Reporting and Policy teams.
Prior to joining the CIF, Amel worked as an Administrative Coordinator at the African Development Bank in Tunis for four years, and in Communication and Marketing Departments for several private sector companies located in Tunisia. Amel holds a Master’s Degree in Translations (English, French & Arabic) and a Bachelor’s Degree in Business English.
Andrea Carega, an Italian national, is Design Lead in the CIF Communications team. He has over 20 years of professional experience drafting communications strategies and conceptualizing and designing brand identities, exhibits, publications, websites, communication products and campaigns. Prior to CIF, he was Creative Director in the Office for Corporate Communications – Outreach of the Food and Agriculture Organization of the United Nations, designing successful international campaigns such as the World Food Day. Before that he worked for 14 years as Creative Director in the private sector for national and international clients. Andrea is a professional photographer and has a master’s degree in graphic design.
Anne leads the Communications team at CIF. She is a strategic communications professional, specializing in environmental communications, and project management. Prior to joining CIF she worked in a number of roles across Asia and in Ireland. Passionate about climate and sustainability, throughout her career Anne has developed targeted communication strategies for national and international organizations, ensuring clear and accessible messaging of complex technical details to support the delivery climate ambitions.
Anne holds a Master's in Strategic Public Relations from the University of Sydney, Australia, a Bachelor of Science in Environmental Science from the University of Limerick, Ireland, and certifications in Project Management Professional (PMP) and Enterprise Risk Management.
Brittney Melloy is an Analyst with the the Evaluation & Learning Initiative at the Climate Investment Funds (CIF), primarily supporting the Just Transition Initiative (JTI) and Development Impacts workstreams. Brittney has extensive experience managing, implementing, and evaluating environment and social development projects in Asia, Africa, and the Middle East. Prior to joining CIF, Brittney worked on the Social and Environmental Safeguards team at the World Bank in Jakarta, Indonesia. She also worked for the Center for Sustainable Development at the Columbia University Earth Institute, where she managed a project on forest fire prevention and carbon emissions reduction in Indonesia. Before that, she was a Princeton-in-Asia Fellow at Search for Common Ground, a peacebuilding NGO in Indonesia. Brittney holds a Master in Public Policy degree from the Harvard Kennedy School and a Bachelor’s degree in International Affairs from the George Washington University.
Charlotte is a seasoned sustainability communications professional and has spent her career strategically driving content pipelines for nonprofit, private or public sector organizations. Before joining CIF, she led communications for the Cocoa & Forests Initiative to combat deforestation, establishing a powerful brand in partnership with the private sector and West African governments. There, she also ran the Partnership Meeting, the top annual event on cocoa sustainability, for five years. Charlotte graduated from CELSA-Sorbonne University in Paris and holds a Certificate from Georgetown University. A French and British citizen, she is fluent in both languages and has lived in Europe, Southeast Asia, Australia and the United States.
Chitembo Kawimbe Chunga, a Development Expert with exceptional work record in development planning, climate change resilience, building and adaptation marks her background of 20 years in the Zambian government, including the sub-Saharan context, the experience that spread across policy dialogue, bilateral and multilateral donor relationship, and client engagement in sustainable development. She has undertaken both programming and implementation of resilience and adaptation programs, served as a Project manager, handling government relations, including spatial planning, and strategy development and management.
Chitembo is an alumni of the National Graduate Institute for Policy Studies, Tokyo – Japan were she acquired a Master of International Development Studies. She also holds a Bachelor of Science in Urban and Regional Planning from the Copperbelt University – Zambia and is a Fellow of the Zambia Institute of Planners
Chitembo is working for the Climate Investment Funds (CIF) as Senior Climate Change Specialist and Lead for the Climate Smart Cities Program. Leads the development and implementation of the CIF Climate Smart Cities Program and provides strategic support to the coordination of the CIF Resilience Programs to maximize impact of their interventions.
Daniel joined the Climate investment Funds in 2018.
As the Senior Climate Change Specialist and Clean Energy Lead, he works with the Climate Investment Funds’ partners to help deliver transformational change in the energy systems of developing countries.
Daniel’s 12 years of experience in working to build economic and policy solutions to the climate crisis are also derived from his previous roles as an Advisor to the US Executive Director of the World Bank and as a Policy Analyst in the US Treasury. In the latter position, he helped to execute the agency’s responsibilities related to the United States’ climate and energy agenda.
Daniel has a Master’s degree in Environmental Science and Management, Political Economy of the Environment from the Bren School of Environmental Science at the University of California, Santa Barbara, and a Bachelor of Science degree in Environmental Science from Northern Arizona University.
Daniela Nunes joined the CIF in 2020 as a Consultant in the Portfolio Management Team. Prior to joining CIF, Dani worked in project management for over 20 years with experience in managing, reporting, analysis, and performance monitoring, in the Financial Services, Insurance, Telecom, and Retail industries, with multiple clients in her native Brazil.
In the PM team, she prepares several types of reports and data analysis for the CIF programs, supports the maintenance and improvement of key metrics for analyzing project performance through data acquisition and manipulation, and helps validating with various CCH enhancement, such as testing including project milestone information, project status, various excel reports.
Dani holds a Master’s in Project Management and a Bachelor’s degree in Computer Engineering.
Davinia joined the governance team of the Climate Investment Funds in 2020.
Focusing on Trust Fund Committee relations, she provides guidance on governance-related issues, as well as coordinates project and policy approvals.
Previously, she worked on the governance and management of the World Bank Policy on Access to Information. Her responsibilities included preparing case and policy documents for deliberation and decision, handling and responding to public requests for information, and developing learning materials to ensure staff compliance with the Policy.
Davinia holds a law degree and a Master of Laws degree in International Law and Intellectual Property. She is licensed to practice law in Spain and the State of New York.
Dora has over 16 years’ experience in natural resources and environment management, and climate resilient development. She joined the World Bank in 2007 as a young professional and played a key role in establishing the Climate Investment Funds (CIF) in 2008. In 2018, she rejoined the CIF as program coordinator for stakeholder engagement where she has been championing inclusive and transparent climate finance governance. Dora is a strong advocate for partnering with and supporting youth-led innovative climate solutions. She led the development of the CIF Youth Engagement Strategy note that launched at the COP-26 in Glasgow. Prior to the World Bank and the CIF, she worked with the Global Environment Facility. Dora has worked across countries in South Asia, and Africa on forest landscape restoration, nature-based solutions and biodiversity conservation in roads infrastructure. She holds a Master of environment management degree from the Yale University School of the Environment and a B.Sc. in NRM from the Kwame Nkrumah University of Science and Technology in Kumasi, Ghana. She also holds a leadership certificate from the Manhattanville College in New York.
Emmanuel Kouadio is currently leading the programmatic monitoring and evaluation system of the Pilot Program for Climate Resilience (PPCR) and is also supervising the design and operationalization of the monitoring and evaluation system for the Forest Investment Program (FIP).
Before Joining the CIF, Emmanuel worked for the Independent Development Evaluation (IDEV) of the African Development Bank (AfDB) where he was involved in various Evaluations: project, thematic, corporate, for both public and private sector operations. He also worked as a Senior Research Officer in the Budget and Finances Department of the Ministry of Economy and Finance of Cote d’Ivoire.
Emmanuel has over 10 years of experience at both national and international level in strategic planning, program design, research, and monitoring and evaluation of various development projects and programs with a recent focus on climate xhange. He recently co-authored an article in the “New Dimensions in Evaluation” (the Journal of the American Evaluation Association) to shed light on the PPCR M&E Experience. He holds a Master’s Degree in International Development Studies from the National Graduate Institute for Policy Studies (GRIPS), Tokyo-Japan, a Master’s of Degree in Applied Statistics from the National Graduate School of Statistics and Applied Economics (ENSEA), and a Master’s Degree in Economics from University of Abidjan, Cote d’Ivoire.
Farah is Social Development Specialist with the CIF Gender and Social Inclusion team. She has over ten years of international experience in gender equality and social inclusion analysis, program management and stakeholder engagement. Farah has extensive on-the-ground experience designing and managing projects as well as facilitating policy dialogues involving a diverse array of development stakeholders. In recent years, she led UN Women’s four-year program addressing gender-based violence and social norms in Algeria, supported FAO’s gender-responsive climate adaptation programs in Lebanon and Syria’s agriculture sector, as well as delivered exhaustive gender diagnostics for USAID. In 2020, Farah joined the World Bank’s Energy Sector Management Assistance Program (ESMAP) where she supported a large multi-country Green Climate Fund (GCF) proposal and strengthened the gender and inclusion aspects of energy operations. She has a master's degree in political sciences from the London School of Economics and a master's in public affairs from the Lille Institute of Political Studies.
Go Mukai, Senior Operations Officer, leads the Multilateral Climate Finance (MCF) agenda in CIF Front Office. Leveraging more than 15 years of international finance and MDBs experience gained at the Ministry of Finance, Government of Japan, World Bank's Japan ED Office, and the GEF Secretariat, Go joined CIF in September 2020. In July 2023, Go took over front office operations, and has been at the forefront of supporting the CIF CEO in various strategic initiatives. These include fostering closer collaborations with MDBs through engagement with the senior management level, and exploring synergies with the other climate funds, such as GCF and GEF, to enhance CIF's positioning in the climate financial architecture. Go's role also entails working closely with the CEO to align and optimize CIF's strategic agenda with its overarching mission and consolidates the CEO's weekly priorities.
Hanna Schweitzer is Knowledge Management (KM) Analyst at Climate Investment Funds (CIF). Since 2018, she has been working with CIF’s Evaluation and Learning Initiative, contributing to fulfilling CIF’s mandate as a learning laboratory for scaled-up climate finance by ensuring that lessons from the CIF portfolio inform its investments and the wider climate finance community. Hanna leads on CIF-wide KM efforts, CIF-wide global/South-South knowledge exchanges, stakeholder engagement for independent evaluations, and the CIF’s Evaluation Capacity Development (ECD) activity for CIF Observers. Hanna holds an MSc in Socio-Ecological Economics and Policy from the Vienna University of Economics and Business and a Bachelor of Business Administration (BBA) from the University of Wisconsin-Madison School of Business. Hanna is fluent in English, German, Russian, and Spanish.
Hema Badrinarayanan joined the CIF in 2011 as a Database Assistant, working on the CIF contacts database and maintaining the list of all CIF focal points, Trust Fund committee and Sub-committee members, MDBs, Observers and retain the CIF Admin Unit list up-to-date.
In addition to that, she is responsible for managing the MDB internal website, CIF website directory and provides support to the Governance team, Portfolio management team, Risk Management team, FIP and PPCR portfolios. She as well manages documentation for Committee and other CIF meetings.
Before joining the World Bank, Hema held different positions in the Information Technology and Human Recourse domain. Hema holds a Bachelor’s degree in Information Technology (B.Tech - IT)
With a remit to provide policy advice and lead strategic partnerships and research initiatives, Hugh’s work spans clean energy, energy access, sustainable forestry, and resilience programming.
Previously, Hugh worked at the International Union for Conservation of Nature, where he provided advisory support to the Director General. His career has also taken him to Kenya, where he worked for the United Nations Environment Program, and the United Nations Educational, Scientific and Cultural Organization in Viet Nam. During his stint in Viet Nam, he designed and implemented community-led climate resilience, conservation, and environmental sustainability initiatives.
Hugh holds a Master's degree in Public Policy from Oxford University and a Bachelor's degree in International Relations from Sheffield University.
Irene Rubio Gonzalez, a Salvadoran national, has over 6 years of experience in international development, most of this time as part of the World Bank Group. During this time, she has provided administrative, operational, strategic and technical support on the planning and implementation of diverse digital development projects, programs and initiatives by establishing policy dialogue and liaisons with key client countries and stakeholders.
She has also played a key role in the organization and execution of internal and external high-level meetings and events, e.g. sessions during the Spring and Annual Meetings, international conferences, forums, symposiums, trainings, workshops, operational clinics, official missions and all staff meetings.
Prior joining the WBG, she worked for the Organization of American States (OAS) supporting the Cybersecurity Program of the Inter American Committee Against Terrorism (CICTE). She holds a Master’s degree in International Cooperation for Local Development and a Bachelor’s degree in International Relations.
Isabelle is the Risk Management Officer for the CIF providing support to the Senior Risk Management Officer. She has extensive experience in financial analysis, risk management, and strategic decision-making within the realm of climate finance and investment management. In her previous employment, Isabelle navigated complex financial landscapes, employed quantitative methodologies, and provided critical insights to drive informed decisions.
Isabelle holds a Masters in Law and Finance from Queen Mary, University of London in the UK and earned the right to use the Chartered Financial Analyst designation.
Jacob joined the Climate Investment Funds in 2019.
As External Relations and Partnerships Lead, he supports the CEO on fund mobilization in support of CIF’s priority investment, technical assistance and knowledge platforms. Jacob has been working in the field of international development for nearly 25 years, most of which was with the former Canadian International Development Agency (CIDA) including assignments in Indonesia (as Regional Director for Indonesia, the Philippines and ASEAN), Pakistan (as Country Director) and Bangladesh (Lead on Social Safety Net Programming). Prior to joining the Climate Investment Funds, Jacob served 4 years on the Board of the World Bank Group as a Senior Advisor on Development for the Executive Director representing Canada, Ireland and the Caribbean. During that time, he led the constituency on all matters pertaining to Climate Change/Sustainable Development, Migration/Global Forced Displacement, and IDA.
Jacob has a MBA from the University of Ottawa.
Jimmy joined the Climate Investment Funds in 2019. He leads the Scaling Up Renewable Energy Program in Low Income Countries (SREP) and is Co-lead of the Renewable Energy Integration Program.
Specializing in energy at the World Bank since 1996, Jimmy has extensive experience working in international development and program management in Central and South America, the Caribbean, Africa, and the Middle East. Jimmy’s specialization in infrastructure and policy projects in complex and challenging environments adds to his considerable expertise. In his prior role, Jimmy also served as the World Bank’s Operations Officer in the Caribbean Country Management Unit. Jimmy has a Master’s degree in Engineering Project Management from the University of Maryland.
Mike is a Senior Sustainability Specialist with the CIF Evaluation and Learning (E&L) Initiative. He has worked at the intersection of sustainable development, learning and change for over 25 years. Mike is currently leading the CIF’s work on the Transformational Change Learning Partnership (TCLP) and contributes to work on just transitions and strategic program evaluations. In his previous roles in national environmental NGOs, co-lead of regional programs, and international consultancies, Mike has developed, conducted, and evaluated global and local programs on sustainable development. He holds a Masters in International Environmental Science from Lund University, and a Masters of Business Administration from Henley Business School.
Neha leads the Evaluation and Learning (E&L) Initiative of the Climate Investment Funds (CIF). The E&L Initiative is at the forefront of making CIF's learning laboratory mandate a reality through learning that is evidence-based, timely, and relevant. Neha has over fifteen years of experience in climate, environment, and economic and social development, with deep expertise on evaluation methods, results measurements, and learning.
In the past, Neha worked at the Independent Evaluation Group of the World Bank on monitoring and evaluation capacity building. She has also worked on evaluative research and program design with organizations, including the Abdul Latif Jameel Poverty Action Lab and India Infrastructure Publishing. Neha holds a Master’s degree in Public Administration from the Harvard Kennedy School and a second Master’s degree in Economics from Jawaharlal Nehru University.
Nina Kolybashkina, is Senior Social Development Specialist with Climate Investment Funds. Nina’s role involves actively driving the gender mainstreaming agenda, ensuring that considerations of gender are integrated across initiatives. With over two decades of experience in developmental work, Nina’s expertise spans areas such as social inclusion, gender, rural development, water management, and resilience. Nina started her career with UNDP Ukraine, developing and coordinating a portfolio of community-based projects. She also worked with UN countries as an M&E consultant and as lecturer on social policy at Brunel University in the UK. Nina holds a PhD and MSc in Comparative Social Policy from the University of Oxford, and a Specialist Degree in Economics and Finance from Tavrida National University in Ukraine.
Paul is a new addition to the Climate Investment Funds team. He brings more than two decades of experience in natural resource management to his role as Team Lead of all the CIF's nature solutions programs. They include Nature, People and Climate Investment Program (NPC), and the Forest Investment Program (FIP).
Previously, in his work at the Global Environment Facility, Paul led the strategic design and rollout of its USD346-million Food Systems, Land Use and Restoration Impact Program. Its aims are to reduce deforestation, mitigate greenhouse gas emissions, and diminish biodiversity loss in 27 countries.
He also spent 15 years in Southeast Asia, leading field projects that were focused on forestry, biodiversity conservation, and climate change.
Paul holds a Master of Arts degree in International Affairs from George Washington University, Washington, DC.
Pauline is a member of the Monitoring and Reporting (M&R) team at CIF. She contributes to the yearly results reporting, preparation of M&R guidance documents, provision of capacity-building, and authoring of key publications as part of the Results Deep Dives and Climate Delivery Initiative series. Her focus is on the energy portfolio.
An Economist (PhD) by training, Pauline has over seven years of experience working in economic analysis, project preparation, and monitoring and evaluation, at international organisations (CIF, World Bank, IDB, EIB, ILO). She is specialised in the energy sector, with over twenty publications covering topics such as renewable energy generation, energy efficiency, energy access, and regulation.
She holds two master’s degrees from the University of Oxford and Paris-Dauphine University, and a PhD in Economics from the University of London.
Sandra leads the Results Team at CIF. An economist and evaluator with 18 years of operational, analytical, and advisory expertise, Sandra acquired her experience at the World Bank, the United Nations, the Global Environment Facility, and also from the private sector.
With extensive experience in monitoring and evaluation system development, results and impact management, portfolio analysis, and implementation of independent evaluations, Sandra’s specialist subjects are climate change, forestry, environment, and rural development.
At the World Bank, Sandra worked on the environmental portfolio in Ethiopia, as a technical expert in support of the government on flagship programs, including the Sustainable Land Management program and the Climate Resilient Green Economy initiative.
Sandra holds a Master’s degree in Development Economics and a second Master’s degree in Business Administration from Lund University in Sweden.
Shane is an analyst for the CIF Results Team. He handles results reporting for the CTF and SREP programs and is in charge of the results section for the newly launched CIF Collaboration Hub (CCH). Prior to joining the Results Team, he was a consultant supporting the front office. He holds a Master's of Arts in Law and Diplomacy from the Fletcher School of Law and Diplomacy.
